Group descriptions

Could the group descriptions pleas be added to the tops of MathJax and Mifos-X (I see the messages in [1] but not in e.g. [2]). Unsure where this should be done hence I bring it up here.

Also this edit seems to have fuzzied the source message (sorry).

If the description for the group is already in ext-translate-groupdescriptions, can you submit a patch to actually use that message? It's in the groups yaml files of https://git.wikimedia.org/tree/translatewiki.git

The NOCC-message also seems to have dropped out of ext-translate-groupdescriptions. Could you re-add it or give me a pointer as to where it is done?
