July and August are identical on tywiki

In mw.config.get('wgMonthNames') July and August are both "nō tiurai" on w:ty:. This is causing some unique problems. It's also like that in signatures. I assume the issue originates here, but where?

The translations here are different, and, while I don't know the language, common sense tells me that the translations here are probably correct.

They were incorrectly overridden locally on ty.wikipedia. I deleted the unnecessary local customizations. Can you please test there?
