Can you provide sources for that 11 should be excluded or do I should go digging the library myself? If you are right and CLDR is wrong, we definitely want both fixed. What comes to it not working at Wikipedia, that is out of our hands as described in the FAQ and in other places.

Beside the fact that I'm native macedonian speaker in this moment I can't provide any source. I will try to find some sources. Could you help me how to see which sources use CLDR to define their rules? I know that mediawiki developers just implement CLDR rules, but they are wrong.
