ampersand in a resource name causes translations to be saved to the wrong ressource and to overwrite an english base resource.

Created http://mifosforge.jira.com/browse/MIFOS-3984 to fix the problem.

The problem has been fixed on mifos side - replaced ampersand character with "And" in message key.
