I'm not entirely sure how this message is used. The message is used in a file called modifyRole.ftl but as far as I can tell, it isn't linked from anywhere in the admin section. There is a JSP equivalent called managerole.jsp which is being used (admin -> manage roles and permissions -> {user}). I have a feeling that the FTL version is a work in progress or proof of concept because data on the page enumerated statically rather than pulled from the database. I will confirm with mifos developers.

From Van's email on Jul 12, it looks like the messages work-in-progress:

"Parts of almost all subsections under admin have been completed by Haripriya and Vishnu while they wait for service facades to become available to hook everything up to."

The messages are probably just placeholders until service facades are in place.
