This message doesn't seem to have any value? What is its purpose?

A comment above where the message is defined reads:

1. Intentionally blank. This message is specific to the Chinese translation of
2. Mifos, so only the Chinese version is translated.

In messages_zh_CN.properties, the message is defined as "The original translation for this Chinese version was contributed by the China Social Entrepreneur Foundation".

Basically, the message only shows up on mifos installations localized in Chinese and gives credit to the above organization for the original translation effort.
