However, this is not the way to do this. This message is ignored and has not effect on the actual Japanese Wikipedia. If you want this URL to used as the link for Content Translation users in the Japanese Wikipedia, an administrator mush change the local message w:ja:Cx-tools-view-guidelines-link in the Japanese Wikipedia itself.
