Vector-action-addsection + Vector-view-history

Yonidebest changed the messages Vector-action-addsection and Vector-view-history in he.wikipedia, restoring the values from Hebrew Monobook.

Consider changing them in the core.

(I don't quite understand why were they changed in the first place.)

I will change them only if the Engilsh source messages are changed, because the translation should be, first of all, based on the English messages.
