However, this is not the way to do this. This message is ignored and has not effect on the actual Chinese Wikipedia. If you want this URL to used as the link for Content Translation users in the Chinese Wikipedia, an administrator mush change the local message w:zh:Cx-tools-view-guidelines-link in the Chinese Wikipedia itself.
