Someone summarise in qqq with less jargon please

Are "Opt-in based" and "opt-out based" literal keywords? Else, how precisely they are to be translated, and what is then to be entered in the form, or is it a checkbox field? Please enlighten us via the message documentation.

The "wiki set" is the set of wikis where a certain permission is available. The "opt in" wikisets are made by whitelisting (explicitly listing all members) while the "opt out" wikisets are made by blacklisting (all wikis are included unless explicit).

Most of us including me understand "opt-in" and "pt-out", but how they are used, or if they are to be translated, etc., needs to be documented.
