Here's the problem:
The message MediaWiki:Articlefeedback-survey-disclaimer/hi uses MediaWiki:Articlefeedback-survey-disclaimerlink/hi as $1. Now, the latter is described as शर्तें. This is correct till the word is used individually. However, when this is used in the former message, the sentence becomes grammatically incorrect. Since I do not know if the latter is used individually or not, I can't simply change it for the former message's sake. And if I write the word instead of $1 in the former, I lose the link. Make sense yet?
Just in case this didn't, alternative explanation: I don't care about the link. The translation of MediaWiki:Articlefeedback-survey-disclaimerlink/en will be different when used individually and when used in the sentence. So, without the ability to modify the word without modifying the link, one of the two messages goes wrong.
Basically, I think I need GRAMMAR for this (not sure about this though).
I think that the messages are intended to work as a pair only, so Articlefeedback-survey-disclaimerlink is only appearing with ARticlefeedback-survey-disclaimer. Normal practice, according to my limited understanding of software developing, is that these messages should not be used in other contexts. So it should be safe for you to put the form of the word for use in the other message, in Articlefeedback-survey-disclaimerlink. I have done similar things for other pairs of messages in Swahili. It would probably also be useful to put a note on the talk page of the message in hindi explaining to other hindi translators how the messages fit together. Perhaps you could also add it to your watchlist, in case someone does change the 'Articlefeedback-survey-disclaimerlink' translation
You may be right about these being used as a pair only, but if that were the case; I do not see why the software developers would have put it in two messages instead of one. As far as I understand this, putting the link in a different message is useful only if it has to be used as a standalone message too (allowing re-use of the link itself without using the sentence).
Would it not be possible to get a clarification on these messages from the developers?
We do that at times, because we don't have a way to have the link target replaced in the message at later stage without also pulling the link description into different message.
