Would it not be clearer to say something like: "You cannot create special pages [in the usual way. You would have to do so by programming | adding program code to MediaWiki | supply an mw:Manual:Extensions to mediawiki | ... ]"

Or: "Page creation is not possible in the "Special" name space."

I suppose the authors of this code envisaged using this message in other scenarios as well.
