What does the parameter $1 mean here? It looks like a link to a message in the message group.

Hey, sorry, should have described the parameter in the description. The text from the message twofactorauth-scratchwarning-link is put into a link, and then passed as the first parameter in this message. The only reason they are two separate messages is because of the linker logic that needs to be done. So this message is the warning and the first parameter is the link to the special page. I'll add this information into the message documentation if it's helpful.

You should mention in the qqq documentation of this message that the parameter $1 is the text of message MediaWiki:Twofactorauth-scratchwarning-link and vice versa in MediaWiki:Twofactorauth-scratchwarning-link is the text which appears as parameter $1 in message MediaWiki:Twofactorauth-scratchwarning-text. You should consider that there are languages that have conjugation and another syntax than English. You can't see for instance in MediaWiki:Twofactorauth-scratchwarning-link if reset is imperative or infinitive if you look at it isolated.
