1 question. User create user page, but do not request translator rights on Project:Translator. May I give translator rights?

Best not. We need a user to prove he understands what is asked of him. If you want to do anything, I see two things you can do:

  • write a little note on the talk page
  • send the user an e-mail.

In both cases, best refer to Special:FirstSteps.

Confirming e-mail address is not required, but we do actively encourage it. Because it is not required, it can be done after requesting translator rights.

That's an out of context quote. I wrote: "requests are not granted if no e-mail confirmed and no user page created." One of the conditions has to be met. We need a babel template on the user page and some information, or a babel template and an e-mail address. Otherwise the rights assignment will be delayed until conditions are met.
