You changed MediaWiki:Cx-tools-view-guidelines-link/fr to a URL in the French Wikipedia:

https://fr.wikipedia.org/wiki/Aide:Traduction

However, this is not the way to do this. This message is ignored and has not effect on the actual French Wikipedia. If you want this URL to used as the link for Content Translation users in the French Wikipedia, an administrator mush change the local message w:fr:Cx-tools-view-guidelines-link in the French Wikipedia itself.
