Northern Sami language fallback

Hello, is there a special reason why se has no fallback language (other than English)? Would Norwegian be ok? Or Finnish, Swedish (w:en:Northern Sami has different stats than Ethnologue)?

Yes, both norwegian and Finnish would be ok, perhaps Norwegian is the best choice.
