Already reported as bug 27223.

Parameter $2 is an URL but needs GRAMMAR. That would not work. Suggestion: Add another parameter $3, which is the target's SITENAME, so as to allow it being used as a parameter of GENDER.

You already have sitename available via the magic word. $2 is an url, you cannot change urls!

So I understand it right, the link is to SITENAME, not to another wiki?

You are right, we cannot alter the link anchor :-( though that would be needed. So we have another instance of bug 27223.
