What does "offset" refer to, here?

It's the standard (numerical) limit and offset stuff for paged results.

I am sorry. I do understand the term "offset" of course, but I do not have an idea how a translation could have an offset, and how to translate the term - we have several possible equivalents to choose from (retranslatable as "distance", "balance or compensation", "layer, branch/subsidiary, or offspring", "pawning or displacement", "something making good, or something making up (for)", "measuring or going back, discount, compensation", "minus tare") and none of them seem appropriate to me. Translations imho cannot have any of those.

When it is related to paging, could I translate it as "the starting position (number) in the output list" like many others unrelated to translations, and "the translation" would have to become "result list" or something similar, then?
