I'm not sure what you mean. Can you please use more words to try and explain what you think it not correct?

Have a look at all translations for this message - [1].

You can see in all translations that not all languages use wikitext here - some just translate "Portal for English" into their language, changing the language name to their language. What happens when you do this for Chechen instead of using the wikitext version? Does it work properly then?

I see (Чеченский ков) name of the language to Russian. should be so (Нохчийн ков).

Perhaps the wikitext doesn't work for Chechen because the language names used in the wikitext are taken from CLDR? Chechen doesn't yet have a locale at CLDR (see list of locales at CLDR). That would be another very big job for you - to start a locale for ce at CLDR.
