Add new language to translate

Hi! I created Portal:gum and want to add it to the translatable languages.

• Language code: gum SIL, Ethnologue
• Language name: Guambiano – Namtrik (gum)
• Directionality: LTR
• Fallback: Spanish

It has been merged, but ULS support is missing.
