User:Nikerabbit, User:Liuxinyu970226, User:Nemo, is fallback even relevant at such an early point? Isn't it added later, when MessagesLag.php is created?

We usually add the fallback already in translatewiki.net, so that users have a good level of service here too and we're ready to go when the translation level is reached.

I've been told that this request is relevant for being able to add labels and descriptions in Rangi to Wikidata, "For that you need to check https://translatewiki.net/wiki/Thread:Support/add_Rangi_(lag) on the status" (cf. https://phabricator.wikimedia.org/T161983). What is still missing here for Wikidata editing in Rangi to work?
