I request bureaucrat and admin rights

i am not all inactive and it's false accusation , i regularly check here , to help with possible request and translation issues , it seems this request is premature and user is almost new to wiki , he is enthusiastic but he needs to be more around

The user seems very active from the end of November 2010, while Mard hadn't done a single edit from the end of July, 2010. I also assume he regularly check here, but nothing in the log though. Besides, we can always welcome the enthusiasm of a new editor. Kind regards,
