Thanks for a start! By all means, please continue the translation of the Citation generator. The partial translations are not visible until MediaWiki:Ts-citegen-Title is not translated, simply as a precaution measure to not show partial translations. I hope you will finish the translation of the tool and it will be available in Japanese soon. Cheers!
