What does it mean pages only? Where else are there search forms other than pages.

In that case it should say "main namespace pages", if it's really hardcoded (I hope not); if it's not hardcoded, "content pages".

The restriction is based on the MW client-side variable "wgIsArticle". So as I can see all pages expect of special/image/error/read only pages should be treated as pages. Actually just pages is really not meaningful. I also think "content pages" would be better like Nemo already mentioned.
