I am not completely sure about that, but I always thought action- messages are used only for this “You don’t have permission to X”.

Ah, it's more complicated than I thought, because there are messages with "action-" in that aren't for that (e.g. Vector-action-addsection). But I'll assume that anything called Action-* alone is one of these.

Sure; there is even a {{Doc-action}} template to be used in documentation, but I don’t think it can be guaranteed all action messages are tagged with it.

Then I'm marking this issue closed: is it all cleared for you, Shimmin? If you do some investigation on action messages, please do tag them in their /qqq so that everyone knows.
