Does `$1`
(list) means it’s displayed by Phabricator in a monospace font like its markup? And if yes should we refrain from replacing the grave accents by quotes (“” or «»)? (currently the case in French translations).

Unfortunately I don't think there's a clear answer to this:
- There are some messages that are displayed to the console as plain text. In this case the grave accents will of course render literally. I don't think there's any way for these to display translated right now, but I'm not 100% sure of that.
- There are some messages that are displayed on the website as ReMarkup. In this case, the ` will be interpreted as monospace.
- There are some messages that are used in both contexts (i.e `arc lint` messages)
Unfortunately there's no good way of determining in which category a message is in without reading the code. Phabricator i18n is a bit of a mess. Don't blame me, I just picked up this project after it was even more badly abandoned (no new translations were deployed at all between ~2021 and April 2024), and am slowly triaging through old requests made on translatewiki.net related to Phabricator and dealing with them (which is why I'm responding to this four years later)

We are missing the context for Phabricator:phabricator-badges-c1942e8efd66938a/en, is it "dedicated" as in "intended for a special purpose" like a "dedicated hosting service" or "dedicated" as in "devoted, loyal, conscientious"?

There are no devs to ask. Reading the source code it seems it is just tongue-in-cheek humorous writing style, which would indicate that translation along the lines of "devoted, loyal, conscientious" would fit better.
Can you please add to the [ https://translatewiki.net/w/i.php?title=Special:Translate&group=phabricator group description of Phabricator] a link to Translating:Phabricator? A small thing that makes it easier to navigate :-) (I was searching where I can add the link but haven't found).
