Babel extension

Translation notes
- MediaWiki:Translate-statsf-days/he: "זמן תקופה" is not a phrase in Hebrew. Also, please avoid changing the meaning of the English translation (in this case, omitting "days") unless there is a very good reason. Please contact Siebrand or Nike if you find an error in an English message.
- MediaWiki:Translate-edit-no-information/he: "used" is in passive. If the translation you get is not logical ("הודעה זו משתמשת"), please avoid posting it. Also, I would prefer fixing the RTL problem in general means rather than using a single <div dir="rtl"> tag.
- MediaWiki:Right-translate/he: "using" means "באמצעות", and thus "interface" refers to Special:Translate and not to the general MediaWiki interface.

- MediaWiki:Translate-statsf-days/he: בסדר, אבל בדף Special:TranslationStats אתה יכול לבחור האם אתה רוצה למנות את המספר של הזמן בימים, או בשעות (האמת, ראה את ההרחבה ContributionsEditcount, שם גם הייתה בעייה, אך התאפקתי).
- MediaWiki:Translate-edit-no-information/he בחלק הראשון, בסדר. חשבתי שכתבתי "משמשת" ויצא "משתמשת" (מה לעשות, לפעמים לא שמים לב). בנוגע ל-rtl, זה לא כל כך נעים לראות ltr בעברית.
