This message is rather problematic in Hebrew and in other languages:

In the very frequent scenario of uploading only one file the message shown while the single file is being uploaded is rather awkward. It's supposed to be something like "0 of 1 files uploaded", but in Hebrew it sounds awkward and it is probably true for many other languages, too, for example Russian.

There should be a special option for the 0 files case, that would show a message like "No files were uploaded yet" - it would be a lot more natural. And when there's only 1 file to be uploaded, it should just tell "The file is being uploaded".

For languages being fortunate to have separate PLURAL branches for zero, one, and whatever else there is, this can be had with PLURAL, see MediaWiki:Mwe-upwiz-upload-count/ksh for a blueprint sample.

I think "None of the 7 files have been uploaded." would be good, would it not?

I think our most recent plural form exceptions allow for all the flexibility that is needed here.

If your language does not define a plural form for 0, you can use the form "0=".
